Parliament counts as a Defensive Building as soon as you put it down.  This is because you can arm it!  As soon as your alliance unlocks the Parliamentary Defenses Law in the Town Infrastructure I Branch, all members of the Alliance gain a Ballista or Cannon mounted to their Parliament buildings, for use to defend their base in PVP and World War!
